Partition Image File Creator is opened by clicking Create Blank Image under Tools Menu [please note that it is only available in Registered version]:

As discussed earlier, a WINDRV Client, a system image of Windows 9X , can be prepared under Win98if a hard disk with a Windows 9X installation can be accessed under Win98. A blank partition image file is a good candidate for holding WINDRV Client. One therefore can create a blank partition image file with Partition Image File Creator here and the file so created can be mounted up by filedisk under Win98 as a normal logical disk drive for building WINDRV Client. Under Windows 9X , one can use WINDRV Virtual Disk Manager for similar purpose.
The blank partition image file or standard floppy image file created can be in FAT12/16/32 format. One can also check the box Create full size image to create a full size image file. Otherwise, a sparse file will be created, it is only a short or compact file with the necessary filesystem information that can also be used as well.

By clicking the control button next to the Output box, one can input a normal file name for creating a blank partition image file or select an existing file for replacement. Or one can use the dialog box to select an existing drive folder or directory and then input the file name under the filename box:

By clicking the control button next to the Size box, an Input Disk Size Window Dialog is displayed:
